关于开展2022/2023学年国际学生奖学金年度评审工作的通知

全体奖学金生：

为评价奖学金生的综合表现、保障奖学金效益，按照《关于做好2022/2023学年中国政府奖学金年度评审工作的通知》(留金来管[2022]15号)与《关于做好2022/2023学年合作类奖学金年度评审工作的通知》(留金来招[2022]33号)文件要求，我校开展2022/2023学年奖学金年度评审工作，相关安排如下：

一、参评学生范围

除2022年春季学期可正常毕业的奖学金生外，所有中国政府奖学金生与合作类奖学金生均应参评。因疫情等原因处于休学状态且联络不畅的学生可不参评。逾期未按要求提交奖学金评审申请的，将视为自动放弃奖学金资格。

二、评审内容和评审意见

2021/2022学年的道德品行、学习成绩、学习/科研态度、活动表现四方面情况。

评审意见分为合格和不合格。对于不合格学生，给予其中止奖学金或取消奖学金处理的建议。

有下列情况之一的，中止奖学金资格：

1）本科生所修学分不足，达到退学警戒线的；

2）研究生学位课考试不及格的；

3）违反中国法律法规或违反校纪校规，受到警告、严重警告、记过、留校察看等处分的；

4）其他不适宜继续享有且应予中止奖学金资格的情形。

奖学金资格被中止的，需在学校规定的时间内缴纳足额学费、住宿费等相关费用之后方可继续学习。继续学习者，如表现有显著进步，可在下一学年奖学金评审时申请恢复奖学金资格。

有下列情况之一的，取消其奖学金资格：

1）受到勒令退学或开除学籍处分的；

2）在校学习期间累计两次未通过年度评审的；

3）不参加年度评审的；

4）其他不适宜继续享有且应予取消奖学金资格的情形。

被取消享受中国政府奖学金资格者，从公布之日起停发其奖学金，其享受中国政府奖学金的资格不得再恢复。

三、参评流程

1. 国际学生登录“国际学生在线申请与服务系统” (http://admission.hust.edu.cn/apply/login，操作详情见附件1)，针对遵规守纪、学习情况和参加活动情况三个方面做出真实、完整充分的自我评价，其中，学习情况填写字符数不得少于500字。并于2022年4月25日前提交申请，待导师及院（系）审核。

2. 国际学生通过CSC号登录“来华留学管理信息系统”（https://studyinchina.csc.edu.cn/，操作详情见附件2），针对遵规守纪、学习情况和参加活动情况三个方面做出真实、完整充分的自我评价，其中，学习情况填写字符数不得少于500字。并于2022年4月25日前提交申请。

3. 国际学生须在2022年4月25日前登录“国际学生在线申请与服务系统”与“来华留学管理信息系统”分别提交申请。逾期未按要求提交奖学金评审申请的，将视为自动放弃奖学金资格。

4. 院（系）及导师将对学生提交的内容及综合表现进行评审，学生不需要自行联系导师或院系。

5. 国际教育学院组织专家评审复核，报学校审批后，在国际教育学院网站（iso.hust.edu.cn）公示评价结果，再提交至国家留学基金管理委员会终审。

四、评价结果

评审结果将在国际教育学院网站（iso.hust.edu.cn）公布。

Notice Regarding the Annual Review of the Scholarship of International Students for the 2022/2023 Academic Year

To international students who enjoy CSC scholarship:                                                                   April 18, 2022

In order to evaluate the comprehensive performances of Scholarship students and guarantee the benefits of the scholarship, in accordance with relevant requirements, the university carries out the annual review of Scholarship for the 2022/2023 school year. The relevant arrangements are as follows:

I. The scope of participants

All International students who enjoy Chinese Government Scholarship and Cooperative Scholarship, except for those graduating in 2022 Spring Semester, are required to participate in the evaluation. Students whose study status is suspension and have contact difficulty are not eligible for the evaluation. Please note those who fail to submit the application for review before the due date will be regarded as abandoning the qualification of the Scholarship.

IⅠ. Evaluation content and evaluation opinions

The ethical behavior, academic performance, learning/scientific attitude, and activity performance during the 2021/2022 academic year.

The evaluation opinions are divided into qualified and unqualified. For unqualified students, suggestions for suspension of scholarship or cancellation of scholarship will be given.

In one of the following circumstances, the scholarship qualification will be suspended:

1) Undergraduate students who have not acquired the required credits and crossed the red line for expulsion from the university.

2) Graduate students who fail in the degree course;

3) Students who get penalty or punishment due to violation of Chinese laws or disciplines and university regulations will be deprived of their scholarship in accordance with theseverity of their behaviors.

4) Other circumstances where the involved students are not suitable to continue to be eligible for scholarship and the scholarship status should be suspended.

Students whose scholarship are suspended automatically turn into self-supported students. If they make great progress in both study and performance in the study period, they can apply for recommencement of the scholarship at the end of the next academic year.

In one of the following circumstances, the scholarship qualification will be canceled:

1) Students who are expelled from the university and disqualified from student status.

2) Students who do not pass the annual evaluation of the scholarship twice in accumulation during the study period at the university.

3) Students who do not participate in the annual scholarship evaluation;

4) Other circumstances where the involved students are not suitable to continue to be eligible for scholarship and the scholarship status should be canceled.

Students whose scholarship are canceled will have their living allowance terminated from the date when the disqualification of scholarship is announced, which will not be reinstated.

III. Review process

1. International Students log in “Online Application and Service System for International Student” (http://admission.hust.edu.cn/apply/login, Instruction Manual can be found in the attachment 1), and fill in the form including three aspects of performances (Observe rules and regulations, Academic performance, Participation in activities) truthfully and completely then submit the application before April 25, 2022). And academic performance should be filled more than 500 characters.

2. International Students log in “Chinese Government Scholarship Information System System” with your CSC registration number (https://studyinchina.csc.edu.cn/, Instruction Manual can be found in the attachment 2), and fill in the form including three aspects of performances (Observe rules and regulations, Academic performance, Participation in activities) truthfully and completely then submit the application before April 25, 2022). And academic performance should be filled more than 500 characters.

3. International students are required to log in "http://admission.hust.edu.cn/ apply/login" and "https://studyinchina.csc.edu.cn/" to submit their applications respectively before April 25, 2022. Those who fail to submit the application for review both in above two websites before the due date will be regarded as abandoning the qualification of the Scholarship.

4. The relevant Schools will conduct a comprehensive review and give relevant opinions based on the content submitted by the students and their daily performances before submitting to School of International Education for the further review. Students need not to contact supervisor or school directly.

5. School of International Education will organize experts to further review and then submit the review opinion to the university for approval. The evaluation results will be published at iso.hust.edu.cn before submitting to China Scholarship Council. China Scholarship Council will give the final review conclusion.

The annual scholarship review results will be announced at School of International Education (iso.hust.edu.cn).
